Speaker Bio
Reid Cook is the vice president of member credit at Catalyst. Cook joined Catalyst in 2025 and oversees credit union liquidity solutions, including lending, loan participations and securitization operations.
Prior to joining Catalyst, Cook spent more than a decade at the Federal Reserve Bank of Dallas, most recently serving as the director of discount window and credit risk management operations. During his tenure, he led the successful implementation of the Payment Protection Program Liquidity Facility (PPPLF), which supported the Small Business Administration’s Payment Protection Program response to the COVID-19 pandemic, as well as the Bank Term Funding Program (BTFP), which provided emergency liquidity to banks and credit unions during the 2023 liquidity crisis.
Before his time at the Dallas Fed, Cook held audit and management roles with the Department of Defense and the U.S. Department of Agriculture. He holds bachelor’s degrees in accounting and finance from Midwestern State University, completed the University of Texas at Austin’s graduate program in artificial intelligence and machine learning, and is a graduate of the Southwestern Graduate School of Banking (SWGSB) at SMU.
